Mr. Tiffin’s class is learning how a bill becomes a law and brainstorming ways to improve their state. The student with the strongest idea will present a bill to Representative Noor during a class trip to the state capitol. Jeremy proposes an official state cookie, but arguments over flavors split the class into sides. A vote settles the disagreement, and the students discover that even a good legislative idea may require compromise.
