In Hong Kong in 2019, sixteen-year-old Phoenix joins protests against a proposed Chinese extradition bill. Her parents have spent heavily preparing for her to pursue an elite college education in the United States, but Phoenix wants to remain connected to Hong Kong and questions their plans. As the protest movement unfolds, she becomes involved with Kai, an artist who does not see himself as the obedient son or a future police officer. Their romance is tested amid the movement.
