In 1940, orphaned siblings William, Edmund, and Anna are sent from London to the English countryside during wartime evacuation. Their lawyer hopes they may find a family willing to adopt them, while allowing the three to remain together. Their first placements are difficult: one household overlooks its sons’ bullying, and another expects the children to provide unpaid help. The siblings, all avid readers, turn to the library for refuge. There they meet Mrs. Muller, a kind librarian considered an unsuitable foster parent because her husband was German.
